not, however, been furnished with the authority of the
Secretary of State, as required by Rule 47 of the Colonial
Audit Regulations 1893, for these excesses being so defrayed
The "Detailed Statement of Expenditure", as
rendered by the Treasurer, is appended hereto.
Included under the Head "Pensions
-
(Police)", is
a charge of $4,800-30, the currency equivalent of a payment
of £528.15.8, made by the Crown Agents in June 1896 in
respect of Police Pensions paid in India for the half year
to 31st March 1896, for which, however, no voucher has yet
been furnished to my Department.
The Treasurer's attention
has been called to this omission.
Assets and Liabilities.

The Statement of Assets and Liabilities shows an
excess of Assets over Liabilities on 31st December 1896 of
$548,964, as compared with $557,374 at the close of the
year 1895.
With reference, however, to the
figures in the Statement, it will be observed from the
foot note appended there to that the unexpended balance of
